It is almost certain that in the near future the united

States Government will require large numbers of coclies for Panama,

and will enter into a convention with the Chinese Governcent in con-

nection with Chinese migration, probably under some such regula- tions as apply between the British and Chinese Governments with re-

gard to coolies for South Africa, and unless the laws are altered British Shipping cannot participate in the transporation of these

coolies.

From the above you will realise that the present laws con-

stitute a serious injury to Eritish Shipping. What is required is amending Ordinances, modifying the obsolete sections, bringing the Law into line with modern conditions and requirements, and where two

Governments agree together such as the Chinese Government and the

Mexican Government, or the Chinese Government and the United States

Government, as regards Chinese Emigration under satisfactory condi-

tions and terms, we venture to suggest that our Consuls and other

Authorities should be authorised to allow British ships carry coo-
